As just Adil Rashid and Ben Stokes managed to took the two wickets to fall in the Indian innings. In the end, India played better and stronger to win the series.


Brilliant bowling in the second innings on the trot by India despite the dew playing its part. If it was Bhuvaneshwar Kumar at the start then Shardul Thakur did it in the end. They used the slower balls to good effect and did not allow the English batsmen any scoring opportunity, India did look on the back foot when Malan and Buttler were going about their business but the wicket of Buttler opened the floodgates for India and then again, Shardul Thakur's double-wicket over almost sealed the deal for India and Thakur finished the last over to hand India the series. What a performance from this young Indian side. they have learned to bat aggressively, bowl aggressively and field with a class. This is the new-look side the teams would be wary of going into the T20 World Cup later this year in October.


Chasing a mammoth total of 225 runs needed a serious opening partnership from England openers but Roy's departure on the second ball of the chase just put them off. Though Buttler and Malan tried to keep England in the game for a major part of the innings by putting up a 130-run stand but their departure after getting to their respective milestones just robbed them off the momentum. Also, the form of Eoin Morgan hurt them big time and in the end the target looked much bigger to them as they went fighting

Vidhyalaxmi Bond Scheme For Girls
Vidhyalaxmi Bond of Rs.2000/- is given to girl entering in Secondary Education belonging to village having female literacy rate less than 35% and belonging to bellow proverty line family. When this girl is passing Std. 10, the bond amount with interest is paid to her.Budget Provision of Rs.3.00 crore has been done for the financial year 2013-14 under the scheme.

Vidya Lakshmi Yojana (VLY), a Gujarat government scheme to encourage girls to finish schooling by issuing Rs 2,000 bonds to them, not only suffers from operational flaws in defining and reaching out to beneficiaries, but also has glaring discrepancies in the conditional cash transfer (CCT) scheme that has been in place for over last 16 years since the launch of the scheme in 2002, according to a report of the Indian Institute of Management-Ahmedabad and UNICEF.

The collaborated study on the implementation of scheme, however, notes that the government failed to provide information even under the Right to Information (RTI) Act and therefore lacked in data on how many of the bonds were realised. Consequently, the researchers used date from other reports like CAG among others for the report.

The Vidya Lakshmi Yojana was launched by the BJP government in 2002 when the dropout rate among girls between class I and class VIII was a staggering 35 per cent — almost one-third of girl students used to drop out from schools every year. To reduce and dropout rate and enhance education among girls, the government launched the scheme for girls belonging to below poverty line (BPL) families of urban areas and those living in villages reporting less than 35 per cent literacy levels.

As per the scheme, when girls enroll in class I of a government school, they are entitled to receive a Narmada Nidhi bond of Rs 2,000 (which was Rs 1,000 till 2012). On completion of class VIII, the bond is matured and returned to them with interest. The bond is purchased in the joint name of District Education Officer (DEO) or District Primary Education Officer (DPEO), the girl student, and parent/guardian on enrollment in Class I.

Although the government attributes the reduction in the dropout rate among girls — from 35 per cent in 2001-02 to mere 7.28 per cent in 2013-14 — because of the success of the VLY, the IIMA-UNICEF research found that the bonds were not attractive enough. The report stated that all households claimed that the mix of a very high gestation period of eight years and a “meagre” amount, ranging between Rs 3,500-4,000 for Rs 2,000 Narmada Nidhi bond due to the “fluctuating” interest rate — varied between 11 per cent and 8.5 per cent — made the scheme “not attractive enough or worth all the administrative hurdles”.

From 2003 to 2013, the state government purchased bonds worth Rs 163.24 crore in the scheme, as pointed out in the 2014 CAG report, and the annual interest rate given on the bond has been altered several times. Adding to it, the district-wise target for the Vidya Lakshmi bonds were not revised since 2004, two years after the introduction of the scheme, the report stated.

Important decision of Chief Minister Shri Vijaybhai Rupani for the benefit of students. Annual examinations of Std. 12 Board are important for shaping the future careers of 9.4 lakh students of Std. It will be held from Thursday, July 1, 2018In the high level meeting held under the chairmanship of the Chief Minister, a comprehensive review was carried out regarding the planning of the existing corona transition of Std-12 board examination in special circumstances.

Examinations will be conducted in strict compliance with Corona Transition Control Guidelines S.O.P.According to the established system of every year, a three-hour examination will be held in Science Stream Part-I with 50 marks multiple choice MCQ OMR method and in Part-II, 50 marks in descriptive written form.
A descriptive written examination of 100 marks will be taken as per the system established in general stream.

Students should have an examination center near their school - more examination centers will be started so that students do not have to travel long distances during the Koro period.
For students who are absent from the examination due to corona related or other unavoidable reasons, the examination will be held with new question papers of all subjects and new time after the first day of the original examination.
As per the guidance of the Chief Minister, a maximum of 20 candidates will appear for the examination in a classroom with the concern of not spreading the corona infection among the students.Arrangements including social distance, mandatory mask as well as thermal gun sanitizer will be ensured.

Chief Minister Shri Vijaybhai Rupani has taken an important decision in the wider interest of Std-1 students of the stateAs per this decision of the Chief Minister, this year's annual examinations of Std. 1 Science and General Stream conducted by Gujarat Secondary and Higher Secondary Education Board will be held in the usual manner from next 1/4/201, Thursday.

A high level meeting chaired by Chief Minister Shri Vijaybhai Rupani has taken this important decision after detailed discussion on holding board examinations of Std-1 in the special circumstances of the current Corona transition in the state




Giving details in this regard, the Minister of Education Shri Bhupendrasinh Chudasama and the Minister of State for Education Smt. Students are to sit for this examHe said that the Chief Minister had instructed the Education Department in this meeting to conduct the board examinations of Std-1R, which are important for shaping the future careers of the students of the state, in these special circumstances of Koro transition with strict adherence to the Kovid-12 protocol.


The Minister of Education said that this examination will be conducted every year as per the established system of Science Stream Part-I with 50 marks Multiple Choice Type (MCQ) OMR method and Part-II Descriptive Written Form 50 marks examination will be held for 3 hours.

Similarly, in Std-12 general stream, according to the established system of every year, an 8-hour examination in the form of descriptive written form of 100 marks will be conducted.
Mr. Chudasama added that the education department will ensure that the students sitting for the examination maintain social distance, use masks compulsorily and also adhere to the transition control guideline of cores including sanitizers and thermal guns at the examination centers.


The Education Minister also said that the Chief Minister Shri Vijaybhai Rupani had made a persuasive suggestion in this meeting that the entire examination system should be arranged with the concern that the transition of Corona would not spread among the students and their future would not be ruined. Chief Minister Shri Vijaybhai Rupani has also taken a student-friendly decision to increase the number of examination centers
For this purpose, the number of examination centers in the state will be increased this year. In which talukas sufficient number of students will be available and if there is no examination center in such taluka then examination center will be started there.
For both science stream and general stream examinations, arrangements will be made in each examination room for a maximum of 20 students to sit in the examination room. Will be equipped with a camera.


In this high level meeting, keeping in view the future of the students, it has been decided that the students who have been absent due to corona transition or absent due to corona related or other unavoidable reasons during the examination, the original examination i.e. After Rup Day, all subjects will be re-examined with new timetable and new question paper
The Education Minister added that the examination for repeater students of Std. 10 will also be conducted in the same manner


In this high level meeting, Chief Secretary Shri Anil Mukeem, Chief Front Secretary to the Chief Minister Shri K. Kailasanathan, Principal Secretary of Education Mrs. Anju Sharma, Secretary to the Chief Minister Mr. Ashwini Kumar, Secretary of Education Mr. Vinod Rao, Chairman of Gujarat Board of Secondary and Higher Secondary Education Mr. A. In February this year, the central government gave social media platforms three months' time to implement the new guideline, out of which only Koo App has implemented this guideline.

There are crores of users of many social media platforms Facebook, WhatsApp, Twitter and Instagram in the country.  In such a situation, what will happen if these users know that all these platforms are getting banned from today.  In fact, the deadline to approve the new guidelines of the Central Government has ended on 25 May.  At the same time, social media platforms that do not implement the new Intermediate Guidelines of the Center can be banned in India.

 Twitter asked for time

 At the same time, before the deadline of this guideline is over, social media giant Facebook has said in its statement that it respects the new guideline of the government and is working to implement it.  Facebook has also said that discussions are underway with its government to implement the new guideline.  On the other hand, microblogging site Twitter has sought six months from the Government of India to implement the new guideline.  At the same time, Koo App called Indian Twitter has implemented the government's guideline.


 May take action

 Explain that in February this year, the central government had issued new guidelines for social media platforms.  The Center had given three months to implement this guideline.  But platforms other than Koo App have not implemented it.  In such a situation, action can be taken against social media platforms that do not implement the new guidelines.


 What is the new guideline

 According to the new guidelines released by the central government, social media platforms will have to appoint a nodal officer, resident grievance officer in India, who will be in India.  This officer will have to settle complaints received against OTT content within 15 days.  Apart from this, under the new guidelines, social media platforms will have to issue a monthly report, in which information about complaints and their disposal will have to be given.  Not only this, which posts and content were removed and what was the reason for this, we also have to tell about this.  All social media platforms should have a physical address in India, which should be registered on the company's mobile app and website.


 Complaint will be registered in 24 hours


 Under the new guideline, objectionable content will have to be removed from the internet media within 24 hours of the complaint.  Along with this, companies have to have a grievance redressal mechanism and a grievance redressal officer.  The complaint will be registered in 24 hours and will be redressed in 15 days.

last year due to the Corona epidemic, students underwent study under "Home Learning".  , WhatsApp, Gujarat Virtual School (GVS) as well as "Home Learning" program was run at home.  The study of this Gyansetu literature is to be done during one month
The pre-standard course of the standard in which the students have got admission from June 2021 as a bridge course as well as the current year's standard  Literature "Bridge Course - Laserdenesh: Gyansetu" has been prepared by incorporating the understanding / repetition / rehearsal of the standard learning outcome related to understanding the program.  "Bridge Course - Class Readiness: Gyansetu Sahitya School readiness for Std. 1, Class readiness for Std. 6,7 - Gujarati, Mathematics, Gujarati for Std. 6 to 8, Mathematics and English and Gujarati, Mathematics, English and Science subjects for Std. 10 included.

Training on "Bridge Course ClassReadiness: Gyansetu" for Std. 1 to 10 teachers will be organized from 06 to 07 June 2021 through Bayseg and MS teams in collaboration with GCERT and Gujarat Board of Secondary and Higher Secondary Education.
Students from Std. 1 to 10 across the state will be taught for one month using this "Bridge Course ClassReadiness: Gyansetu" material. Std. 1 to 10 students will also have to use last year's textbooks in the study of this material.  Students will have to do writing work in this material and also students from Std-9 to 10 will have to make a separate notebook.  They can know the things they have studied and give necessary guidance to the students for that.
For the students getting admission in Std. 1 from June 2021, "School Ready  The literature has been prepared.  Children of Std. 1 are requested to try to get involved in the work of this study with the help of parents / elder siblings / teachers.

From June 10, 2021, the students will be guided to study through the Doordarshan Kendra - DD Girnar channel for the program "Bridge Course - Class Readiness: Gyansetu".  Educational broadcast can be watched through Vande Gujarat channel.  The Gyansetu Sahitya Diksha Platform and the entire Shiksha, Gandhinagar website will be uploaded and the link in this regard will be shared with the students through WhatsApp last year.  Will be sent regularly to WhatsApp group the way it was delivered.  In view of the above, all teachers, parents and students of primary, upper primary and secondary schools are requested to inform about this matter

In the meeting of the core committee chaired by Chief Minister Shri Vijaybhai Rupani, an important decision has been taken in the wider interest of the students of the state.The Chief Minister has decided to give adequate mass promotion to the regular students of Std-10 SSC of Gujarat Secondary Education Board this year in this condition of Corona with the health protection price to keep the students safe in the state in the current transition of global epidemic corona.

The Chief Minister said that even the vaccination of this class of students has not been carried out at present. The state government has decided to cancel the exam in the wider health interest of the students.Education Minister Shri Bhupendrasinhji Chudasama while giving details of the decision taken by Chief Minister Shri Vijaybhai Rupani in the meeting of the core committee said that 12 government, 3 grant in aid, 21 self finance and 5 other schools were found in the state. Students will be given this Mass Promotion.


The State Government has conducted Std. 10 and Std. The decision to postpone the current Corona transition, which was scheduled to take place from May 10 to May 18, has been taken on April 14.


When the state government decided to postpone the exam on April 1, it was announced that after reviewing the transition status of the corona on May 1, the new dates of the exam will be announced giving students at least 15 days to prepare.


Not only that, the state government has earlier announced to give mass promotion to students studying in Std. 1 to 8 and Std. 11 this year as per the status of Corona, he added.
The Education Minister added that the number of coronary cases in the state has been steadily declining over the last two weeks and the number of cases of coronary discharge from hospitals has been increasing.


Nevertheless, the state government under the leadership of Chief Minister Shri Vijaybhai Rupani is determined to protect the future of the students of the state from Corona in view of the state of transition across the country

Now, the Chief Minister Shri Vijaybhai Rupani has decided to give adequate mass promotion to the regular students of Std-10 SSC this year after a comprehensive review and deliberation of the status of Koro transition in the state in the core committee meeting, said Shri Chudasama.


As a result of this student friendly decision of the state government, regular students of Std. 10 (SSC) will be eligible for the benefit of mass promotion.The Education Minister said that in the core committee, the Chief Minister has also decided that the examination of repeater students appearing in the standard 10 (SSC) examination will be held after necessary reduction in the cases of corona.

It is important to point out here that such repeater students have been given the opportunity to appear in Std-10 as regular students in previous years but they have not been able to pass the examination successfully.

Applicants are advised in their own interest to submit Online Application much before the closing date

 This is a Centralized Notification for engagement of Act Apprentices under the Apprentices Act 1961 
being conducted by Western Railway and Railway Recruitment Cell, Western Railway (RRC-WR) has 
been nominated as nodal agency for obtaining ONLINE applications from Applicants. 
 Applicants can submit their applications ONLINE only on RRC’s 

candidature of the Applicants will be considered only on the basis of the information filled in the 
ONLINE application. Document Verification will be held in the concerned Divisions & Workshops. 
 In case of Direct Recruitment from Open Market to Posts / Categories in Level – 1 (Rs. 18,000/- - Rs. 
56,900/-), Course Completed Act Apprentices (CCAA) trained in Railway Establishments and 
possessing National Apprenticeship Certificate (NAC) will be given preference in filling up 20% 
vacancies on qualifying the requisite norms notified by RRB/RRC. 
1. Western Railway invites ONLINE applications from interested Applicants for engagement as Act 
Apprentices against the 3591 slots notified for training in the designated Trades under Apprentice Act 1961 
at various Divisions, Workshops within the jurisdiction of Western Railways for the year 2021-22.
ELIGIBILITY CONDITIONS:-
(A) AGE CRITERIA as on 24/06/2021 (Closing date):- 
2.1 The Applicants should have completed 15 years of age and should not have completed 24 years 
of age as on 24/06/2021.
2.2 SC/ST/OBC - Upper age limit is relaxable by 05 years in case of SC/ST applicants and 03 years 
in case of OBC Applicants. 
2.3 Persons with Disability (PWD):- Upper age limit is relaxed by 10 years.
2.4 Ex-servicemen - Upper age limit is relaxed upto additional 10 years for ex-servicemen to the 
extent of service rendered in Defence Forces plus 03 years provided they have put in a minimum 
of 6 months service at a stretch, except Ex-servicemen who have already joined the Govt. service 
on Civil side after availing the Ex-service men status for the purpose of their engagement. 
I. Ex-Servicemen :- An Ex-servicemen Applicants selected under the reservation provided 
for them will be placed in the appropriate category viz. UR/SC/ST/OBC to which he
belongs. 
II. Ex-servicemen, their children and children of Armed Force personnel will be engaged for 
Apprenticeship as per details mentioned below :- 
a) Children of deceased/disabled Ex-servicemen Including those killed / disabled during 
peace time. 
b) Children of Ex-servicemen. 
c) Children of Serving Jawans. 
d) Children of Serving Officer. 
e) Ex-Servicemen
TRADE WISE SLOTS : 
The details of Trade wise and Division/ Workshop wise ,number of Applicants to be engaged for 
training as Act Apprentices along with the break-up of reservation for applicants belonging to 
SC/ST/OBC/EWS categories and for PWD’s/Ex- Servicemen are furnished in Annexure “A”. 
NOTE: 
3.1 The number of training slots shown in this Notification are provisional and the same are liable to 
increase or decrease depending upon the actual needs of the Administration at the time of 
finalization of selection. 
3.2 There will be a reservation to the extent of 4% for Persons with Disabilities (PwBD) AND 3% for Ex-
Servicemen. The quota slots in the said categories are included in the overall slots and hence are not 
to be filled up outside the notified slots. 
3.3 The Applicants who want to avail the benefit of reservation of Ex-servicemen and Armed Forces 
Personnel and in case of children of Ex-servicemen and children of Armed Forces Personnel, they 
must upload Discharge certificate or Armed F

Personnel and in case of children of Ex-servicemen and children of Armed Forces Personnel, they 
must upload Discharge certificate or Armed Forces Serving Certificate respectively (as the case 
may be) of his/her parents at the time of online application. 
3.4 For SC slots, when the prescribed number of persons belonging to the SC are not available, it will 
be filled by ST Applicants. For ST slots, in case ST Applicants are not available, they will be filled 
by SC Applicants. If the prescribed training slots for SC/ST Applicants cannot be filled even in the 
above given manner, then the training slots so lying unfilled will be filled by persons not belonging 
to the Scheduled Castes or the Scheduled Tribes i.e. Unreserved Applicants. Similarly, the seats 
remaining unfilled by OBC Applicants will be filled by Applicants of unreserved category. 
3.5 The Applicants who want to avail the benefit of reservation of SC/ST, must upload his/her Caste 
certificate on Central Government format only issued by appropriate authority according to 
Annexure – “B” at the time of online application. 
3.6 OBC Applicants are required upload OBC Caste Certificate with Non-Creamy layer certificate 
valid for the current year 2020-2021 in Central Government format (as per Annexure - “C”) 
issued on or after 01/04/2020 by the Competent Authority. Certificates should indicate Caste, Date 
of Issue etc. and bear the Seal of the Issuing Authority. They are also required to invariably fill 
and upload the Self-declaration form regarding current status of Non-Creamy Layer as per 
Annexure - “D”
However, they are advised to apply for latest OBC certificate with Non-Creamy Layer certificate 
valid for the current year 2021-2022 so that it can be available for submission at the time of 
Document Verification. 
3.7 Reservation for Economically Weaker Sections (EWS) 
Candidates who are not covered under the scheme of reservation for SC/ST/OBC-NCL and whose 
family has gross annual income below Rs. 8.00 Lakh (Rupees Eight Lakhs Only) are to be identified 
as EWS for benefit of reservation for EWS. The income shall also include income from all sources 
i.e. salary, agriculture, business, profession etc for the financial year prior to the year of Application. 
The benefit of reservation under EWS can be availed upon production of an Income and Asset 
Certificate issued by a Competent Authority. The Income Asset Certificate issued by any one of 
the following authorities in the prescribed format as given in Annexure - “G” shall only be accepted 
as candidate’s claim as belonging to EWS. 
a) District Magistrate / Addl. District Magistrate / Collector / Deputy Commissioner / Addl. Deputy 
Commissioner / 1st class Stipendiary magistrate / Sub-Divisional Magistrate / Taluka Magistrate / 
Executive Magistrate / Extra Assistant commissioner. 
b) Chief Presidency Magistrate / Addl. Chief Presidency Magistrate/Presidency Magistrate. 
c) Revenue Officer not below the rank of Tehsildar. 
d) Sub-Divisional Officer of the area where the candidate and/or his family normally reside.

Looking to the present situation of the pandemic and school closures, and also taking in
account the safety and well-being of the students, it is decided as follows:

The Board Exams for Class XII to be held from May 4th to June 14th, 2021 are hereby postponed. These exams will be held hereafter. The situation will be reviewed on 1st
June, 2021 by the Board, and details will be shared subsequently. A notice of at least 15
days will be given before the start of the examinations,


2. The Board Exams for Class X to be held from 4th May to June 7th, 2021 are hereby
cancelled.

           The results of Class X Board will be prepared on the basis of an objective criterion to be developed by the Board. Any candidate who is not satisfied with the marks allocated to him/her on this basis will be given an opportunity to sit in an exam as and when the conditions are conducive to hold the exams,

Matter of giving Merit Progression to Intermediate Semester students for all undergraduate courses in Universities / Colleges

The State Government has also issued guidelines from time to time in view of the timely instructions / guidelines of the Government of India to prevent the transmission of Covid-19 in the colleges and universities of the State.  Finally, from the parallel circular dated 17/06/2021 of this department, instructions / guidelines were issued for postponing the examination for all the prescribed undergraduate courses except medical / para medical.  Which has been extended from the parallel circular dated 17/06/2050 to 30/06/2021.
 Merit based Progression is given to students who have Intermediate Semester-2, 3 and where Semester-3 Intermediate for all courses except undergraduate Medical / Para-Medical in the state universities / colleges keeping in view the public health interests in view of the widespread situation of recent Covid-19 transition.  For calculation 50% marks will have to be given on the basis of internal assessment and remaining 50% marks will have to be given immediately on the basis of previous semester.
 E.g.  In case the student has got 90 marks out of 50 marks of internal assessment in the university and immediately the student has got 90 marks out of 100 marks in the previous semester university examination, the marks will have to be calculated as under.
